Doctor Horrible’s Sing-Along Blog fan site. And on the right of the home page, a link to "The Assumed To Be Official Site".

Do you think the .com is the Official Site or somebody grabbed the name?

Nervous Circus mean anything to anyone?

I'm always surprised that website names aren't already in use. Shouldn't there be a website where you post your horror stories about your horrible doctor.

The .com is registered to Jed Whedon, so unless someone used his name, the .com is the official site. Also, the "Nervous Circus" name is the name of the YouTube user which posted a WGA strike video which featured Maurissa Tancharoen, Nick Towne, Jed Whedon, and Zack Whedon.

Joss is hoping to get it out, likely on the internets, within two months. Or at least the first of the 3 ten minute episodes I suppose. I would look at that timeline as a guide though, not a rule.
