(SPOILER) Rumour: How Martin Freeman connects Avengers: Age of Ultron with Captain America: Civil War. As ever, take this story with a pinch of salt until official sources prove or disprove it.

True or not this is an idea that looks good to me. It might even open the door to seeing Paul Cornel's MI-13 appear in the MCU.

If only Edgar Wright and Marvel could get back together what a great job he could do with MI-13. I know it's not going to happen but I can dream.
I hope he will also be in Dr Strange so we can have "Sherlock and John" reunion.
I doubt it, somehow. You'd not refer to a Prime Minister as just "Minister" and both Joss and Serkis would know that. I read that scene as negotating with a minister of some tinpot dictatorship somewhere; surely no reputable nation would deal direct with a character like Klaw?

If that is what they're going with in Civil War, it's either a clumsy retcon or the rumour site finding a link that isn't there.

I wondered about that too.
Unless the character was just a Minister (perhaps for the Department of Trade and Industry or maybe the Foreign Office) at the time of Age of Ultron and by the time Civil War happens he is Prime Minister.
